ME AND MY BEAGLE.......what the f**K, you talk a lot for somebody who knows very little,
the kennel club has 7 groups

TOY
hound
utility
pastoral
working
gundog
terrier

you are speaking of teacup runts and yes you are correct if you change the "toy" in your answer to "teacup"!!!

toy breeds are the common victims of over breeding and producing runts, this is why some may get a TOY breed mixed up with a TEACUP runt puppy mill dog.

cavaliers as previously mentioned are great BUT some retain the instinct to chase anything like birds or rabbits etc.
but are easy to train and really enjoy being trained, lovely lap dogs, love their walks, easy to house train,

whatever breed you choose you must buy from a good breeder, then these problems of aggression etc are only a very small risk and will usually be due to lack of discipline and training.
References :
Shih-tzu are nice but they can be stubborn and hard to train sometimes, I have 2 and one was very easy to train (she was potty trained to use a litterbox by the time she was 3 mo. without any accidents outside of it) and one was harder to train (wasn't completely potty trained til he was 6 mo.) I LOVE my Shih-tzu though because we also live in an apt. and these dogs don't shed much, don't bark much and don't require lots of exercise.

I think if you are looking for something easier to train though, that probably a toy poodle may be a better bet for you. Poodles are smart and usually very easy to train.

Yorkies tend to be easy to handle and train
They are VERY smart.
They will love up their masters all the time and are friendly with small children and guests.
They come in lots of sizes so you can pick the one you want.
And they love to play and rough house if you want, so it's not always lap-dog lap-dog time.
But they can do that too. =)
References :
Shelter mutts.

They really do make the best pets.

They're temperment tested, inexpensive and come with lots of "extras".

If you insist on pure-breed look into Tibetian Spaniels.
Wonderful dogs!

There are many Papillons that have earned top obedience awards. However, neither my pug nor my Chihuahua were difficult to train. You might check with your local shelter. Many times you will find a small dog already trained, and its worth a shot.
You will find shelter dogs listed on www.petfinder.com, if you are in North America
References :
btdt

Cavalier King Charles Spaniels. You cannot beat them for their small size, sweet temperaments and ease to train. Good Luck.
References :
I have a chihuahua, he has been very easy to train. He is also very affectionate and friendly, even toward strangers. He can get a little nippy, but that is only because my sister doesn't discourage him when he does that, even though I tell her to.
